Q: Does my game have to include actual kissing of the moon?

A: No, it doesn't! It can be whatever the phrase "kiss the moon" means to you; it is simply here to be a metaphor for you to interpret as you will.

Q: Do I have to physically include the moon in my game?
A: No, you don't! The moon is a stand in for whatever you'd like it to be!

Q: I made a game involving the moon earlier this year. Can I submit it?

A: Yes! Feel free to submit your work to the jam!

Q: I made a game about people "mooning" others. Can I submit my game?

A. Showing naked parts of bodies without someone else's explicit consent is wrong. So, my answer is going to be an emphatic "no."
