This has the right sort of "quick-and-dirty" setup that new players and new GMs can appreciate. I imagine a larger work could flesh out things like artesian wells, solar stills, and "lost" tech like hydroponic setups, that sort of thing. Captures the sense of regression without going straight to Mad Max.
The core system feels pretty intuitive, especially for people who have played d20 games before. The Lackwater setting provides everything I need to get started and expand on. The pages are well laid out with different information easy to find. I could definitely see myself playing this with a group! It would definitely be an easy one to pick up and play.
