I have a question about making the NPCs. Do we pick the minor arcana suit based on our fish's emotions, or do we decide the NPC's emotions and pick based on that? This looks like a great game, and i really appreciate the break down of all the tarot stuff as someone that doesn't know anything about tarot.
Base the minor arcana deck choice off your fish character's emotional state, it helps you assess how your character is feeling and helps give a scenareo that will vibe well thematically!
