Well, this was... unfun. And not just because of the Algorithms & Data Structures flashbacks. I certainly believe you that there's a strategy for it. I tried a few going through the game and seemed to be making progress. There's just kind of two big issues. 1) The random number of elements to shuffle means you can't keep things in place once you get them to the correct location. 2) The 1/6 chance for the game to to just reset is just too likely compared to the number of swaps you need. This is perhaps technically neat, but just very unfun to play.
