After talking to the police one should give you a hint to sneak through the fence. Should be a space there and then you can sneak in through the window. Let me know if you continue having trouble! :)
Ok, I got back to the apartment and it was overgrown but I ended up in the normal apartment when I tried to go back to his room. Is that where it ends?

The bus horn is OBNOXIOUSLY loud! I turned the volume down to like 30% too XD
