so I was wondering if could i use different buttons at different times but 2 buttons are only ever used at a time 

No, it would break the main rule ^^

The player has to be able to use the same 2 buttons from start to finish.

(but you can offer different options for those 2 buttons)

You can experiment other gameplays, though. But if wouldn't be in the initial jam idea.
