I wanna know if it’s within the rules to use a basic character controller(Movement, jumping, gravity and camera) as an asset, or if it should all the code be made specifically for the jam.

I think you can use what ever you want, just give credit, but since it's a jam for learning and practice purpose, it'll be great if you try to make it by yourself, so don't worry too much.
