what is the theme or will the theme be given when the submissions open of we have to make a game that feels like it's from the ps1 era

There is no enforced theme, but two suggested themes on the Overview page of the 32Bit Jam are "Another World" and "The Ocean" :) In terms of Visual Style it must fit PS1, N64, and other 32Bit visuals both 3D, and 2D.
