Do the rules apply for parts of game that are not game play screens. Like a title screen or credits screen?   In the case of a browser game could you decorate the page outside of the game?    Kind of like how say old Atari games had simple graphics  but had crazy box art.  Same being true for Arcade bezels.

Every screen inside the game contains of only 8 squares. Outside the game you can decorate and write text as you want.

It's a game jam about minimalism so no credits and title screen needed I guess?

I created my menu using color-coded single-pixel buttons. That might be a bad idea though ¯\_(ツ)_/¯.  Any other info, like credits, can always added to the game's page.
