Hi The jam docs say that the entries must be CC BY-SA 4.0. Does that mean the source code must be shared with that license?

Yes. If you create a video game, you have to share the code with that license. If you create an analog game, you must share the rules and materials with that license. I’m a big believer in the possibilities of Creative Commons licenses.
