Platforms?

Hi, I am new to game jams... but someone I know was in one and they look fun, so I thought I'd try this. My first question is, are we allowed to use whatever platform we want? I was planning on doing something using the Texas Instruments MSP430 microcontroller and an I2C screen, but I am not sure if it needs to be testable on an actual computer or not. 

It needs to be playable on windows

You can use whatever you want, even if it would be a game engine made by yourself or a very unpopular platform. The only thing it needs is: THE ABILITY TO BE PLAYED ON WINDOWS!!!
