Neat concept, it was just hard to follow how many people I had sent to x or y and whether they still had space. Also use more sounds for player actions ! When I click something, I want the game to to audibly tell me I have clicked something.
I say this guy has to go on the boat! Even when they have red face.
The overall game loop was very intuitive and it was really satisfying when I unlocked the most expensive upgrade and was able to assist three people at once. I think my only critique is that my eye was only ever drawn to the left side of the screen. The right side is equally as important because it has the happiness and transportation but all the upgrades and customers I had to help were on the left side so I was hardly looking.
