if you want a paid one use asprite

if you want a free one use graphicsgale (a pixel art drawer i am using now)

i just use Microsoft paint and it works fine just zoom in alot

You can also get aseprite for free, it just takes a little bit of work. It's not extremely difficult though.

Try Piskel here. It is free and safe. it is browser based and you can also download the software.

I used Piskel for my first game and was very happy with it, useful tool for anyone not looking to pay for aseprite

the best part is you can view animations on the software itself.

you can use UPA toolkit, made by brackeys himself. It is also an asset in unity, so you can download it from the asset store. But please note that it doesn't come with as many features as Piskel mentioned by Plutogrammers, since it isn't an app on its own.

You can use pixel station for android

I use GIMP. Its like photoshop but free.

In my opinion, Aseprite is the best option. Simple to use and made specifically for pixel-art.
