I work on Ubuntu and I want to know if I should design the game for Windows or any other Operating Systems
you can make it for anything, but most people use windows so you should make it for windows, its not a requierment tho

I would also recommend web builds, most people aren't going to want to download a game so being able to play in browser is a biggie!
