I have a game where I incorporated tactics system and bullet hell element. The battle system is already playable. 

If the stage is designed after the game jam starts, with the base battle system prototype as premade asset, would this be acceptable?

As long as the majority of the game is made during the jam, and the asset is general purpose (i.e. can be used in many different games), that's fine!
