You can use the program or daw of your choice (Ableton, FL, nanoloop, lgpt, etc.) and manipulate whatever the way you choose, but no using any extra samples. 

You have to upload the songs with the sample pack used.

TO REITERATE:

You can use any DAW of your choice but you can only use ChipTone samples. You can however, manipulate the samples as you like (distort, compress, EQ, chorus, phaser, whatever!) but absolutely no other samples than what you made in ChipTone!

3 Step version:

1. Create samples in ChipTone

2. Import the ChipTone made samples into your DAW and mix to your hearts content.

3. Upload the song.
