There is something really interesting going on within these few paragraphs. The rules begin by explaining wish mechanics, and then there's a bit after that about character creation. There's actually nothing in here about how to actually play, but I suspect the caltrop core system is meant to fill in the gaps. That's just fine with me, there's a lot to be said for brevity.
If there is anything to be improved, it is this (completely subjective) hot take:
It feels mechanically implied that wishes are meant to be employed mid-game, like deus ex machina devices wielded by the players. I humbly suggest that this game has a little genius in it as a WORLDBUILDING tool: asking the players to make wishes, and then applying the consequences of those wishes as defining details about the world before the game begins.
