i don't think you can. for me you could just learn programming and start something for another jam. the Brackeys C# tutorial series is very good. (like every single video he makes)
Yes you can use any tool that allows you to make a playable windows or html5 build. Scratch is allowed but convert it into a windows build and then upload it as a submission.
