So, according to what I have read, the following games engines are not allowed: RPG Maker 2003, RPG Maker XP, RPG Maker VX Ace, RPG Maker MV, and similar engines. Is this correct?

There are some really good 2D Non-RTP options for these engines.

Thank you for responding. :) I just made a very simple retro 2D game a couple days ago, but still within the time frame.
