I Wanna Know Do We Have To Use PDF Tabletop RPG or... We Make it On A Paper Then Picture it... or Make it in a jpg which we will edit?

Any format you want is valid. I usually recommend PDF, but if it's easier for you to distribute it as an image (PNG/JPG) that's fine too.
