Do keep in mind that you will need to own and/or have a license to everything you borrow from the original game. (If the original game is open source, this is obviously straightforward.)
The rules are clear: no ROM hacks. If you want to make a copyright-infringing fan game, I won’t be the one to stop you, but please don’t submit it to the competition.
