I get caught immediately when I start the game, it seems like the game's faster than intended. You might need to account for people with high refresh rate monitors, check out Time.deltaTime in Unity if you haven't already.

Fun game to toy with for a couple of minutes. Howewer, theres not much other than driving in circles

wahh i can't proceed further than starting the game and immediately get caught by police

I'm not sure there's much you can do strategy-wise besides driving in a big circle, and the various random effects don't seem to change that very much (except for "small car," which doesn't last long enough to make a big difference).  But if the playing area was larger I could see this being a fun concept.
