I think so because you need a way to at least remove the background from the picture.

With graphic editors you can remove background, change size, brightness.
If you make more drastic changes. Or if your digital image don't look handmade.
For example using Wacom Bamboo Spark. It also allowed but please add
a photo of your handmade work to your game page.
