Question on the jam rules

I had an idea for a game earlier this year.

I started doing a lot of research and sketches in July, but it became so big that I feel I can never do it justice. I also kept starting new projects so I haven't continued working on the game.

The game did not properly exist, as it was mostly ideas and notes. I want to filter out what is absolutely essential and release a first draft this month.

Is it okay for the jam, or does it break the "bulk of the work on the game should be done during the jam time, October 2023" rule?
