Is Sinclair ZX81 BASIC allowed to use (emulator entries)?

Hey,  :)

I want to make a game in the Sinclair ZX81 BASIC dialect. I can write and load programs with a ZX81 emulator (I would use EightyOne (Download Link: https://sourceforge.net/projects/eightyone-sinclair-emulator/) 

Is this sort of entry accepted?

May I ask a question? Is the emulator EightyOne for Windows platform? (The webpage on Sourforge doesn't mention platform requirement.)
