Are fangames allowed? 

I would make all the assets by myself but can I use an existing character as the protagonist for example?

I have no problem with this. That said, from a copyright / licensing stand point you need to be careful with how you use materials that you don’t own. My advice is to use discretion and not go overboard using materials / characters you don’t own.

I know that is not a black and white answer but I hope it helps you with your decision :)
