In fact, you can even not use game engines at all, like in my game/experiment ( https://alexvgjm.itch.io/enrique ) (well, actually it uses all the native HTML APIs like canvas, audio, etc. Arguably an engine itself). But Itch.io is not very friendly with that kind of project from what I have been able to test.
