I believe that after voting period you can do anything you want with your game. I usually prepare an update for my jam games during voting period, and upload it right after voting ends. It's nice in case my game does well so people can try more polished version.
Also note that this jam approves of updating games during voting if you keep original version available. But I guess the game still needs to adhere to rules within that period.
