I am Planning to code my Game for this Jam in Java with OpenGL but i was not able to find anything about if Java is allowed in this Jam. It would be nice if anyone could help me.

yeah that's fine, just make sure it's playable for others

I  recommend you use libgdx  if you want to focus in game creation , unless you have the basic code ready to go.
