For clarify, what does that mean for us who are still high school students?(located in S.A[Gauteng])

Do HTML5/in-browser uploads/games also apply?

Is there any theme we have to consider?

You can put 'Student (High School)' in your submission. 

You'll have to upload your game to itch.io (here) for the judges to be able to play it. The submission button will be active once the jam kicks off. You're able to upload HTML5 and/or WebGL games.
