Using another similar mod is allowed? (Penguinmod)

So i have a problem about being able to use PenguinMod, a normal mod (like Turbowarp and Gandi IDE) but slightly better (NO I AM NOT OFFENDING YOUR MOD). But it doesn't appear if it is allowed. Just try Penguinmod and try to see the similarities to TurboWarp.

And then reply telling me if it is Allowed to use PenguinMod

scroll down to see the Rules:

"This is an exclusive engine jam. Only submissions created using the Scratch or Scratch mod, such as Gandi IDE or TurboWarp, will be allowed."

which means that any program that is scratch or scratch mod should be allowed
