Is it okay if I post a demo of my game. Cause for me I have 4 days and the original game was supposed to drop on the 23rd so can I just post a demo? 

If your game was developed during SCREAM JAM’s timeframe, then it’s totally fine to submit your game in any state you want! If it’s incomplete, that’s totally fine.
