The rule that the game must be 2-4 player playable can I make the game for 2 player or do I nneed to make it 4 player compatible?

because I am making a game in a game engine that only supprts mouse and keyboard controls and even if it did I dont have any other controlers than mouse and keyboard so I couldnt even test my game :(
