Unfortunately, I wasn't able to figure out what the controls actually did. After a lot of trial and error (and eventually finding the instructions) I figured out that clicking on the blue light with the faces makes it go from a smiley face to a frownie face and back, but I wasn't able to see any effects it might be having on traffic, either vehicles or pedestrians.
