Would you classify something like Super Mario Maker a game or tool?

I’ve been wondering and I wanted to bring this up to see what you guys think since this is a tool jam and personally I think Mario maker is a mix of game and a tool.

Super Mario Maker is a game based around a level editor. The level editor itself is the tool, but the full product is the game, since it allows you access to the other levels and the non-user-created content.

I guess it would become a complete tool if you were to remove the functionality to play the levels inside the app. Probably export to stand-alone games or make another tool to play those games.

Both applications would be identifiable as a tool.

Just take them apart. It's that easy. 

For examples, I think Pico-8 or fantasy consoles in general are great examples. Or probably make a rom file and then make an emulator to play it. Both the player and the maker would be tools.
