I have a game in creation, I have it at 20% with a demo that can be played. I can probably have it at 40% when the jam starts, my question is, if the game applies even if it is not 100% complete

If you have you game created, even if you only have a 20%, you can´t participate. The jam is to start the game just with the jam starts.
