Can we use any game engine or we have to use a specific one?

Any engine that does the trick. The purpose is to have fully functional games, as little bugs as possible and to work on mobile web first.

Hi, I litte confused about the HTML and 'web' thing. Will android export with Gamemaker Studio be fine? It's a flawless android app but I believe it's offline?

In this case nope. The jam is about HTML5 games. The equivalent would be ConstructJS, Pixie.js
