I have to admit, when I opened the compressed file, I was a little confused as there was only a PDF file.
After checking it was nothing malicious, I had a look at it, and it appears you have submitted a concept for a table top game.
I'm not sure if it breaks any rules because there basically aren't any rules in this game jam as such. I have a brother into table top games, so I might have to see if he can give it a look.
However, I could see that you had put some thought into the set up and rules of your table top game, and if you ever find an interest in making a computer game out of it, I think it could be rather fun to play.
Edit, just checked the rules of the jam and it doesn't appear to break them.
