The spinning wheel always spins for the most advabced level currently unlocked, making it impossible to get the special 3 images of the lower levels. I think it should spin for the level that's currently played on instead.
Thank you so much for your patience. The bug you reported has been fixed. I have also completed the development of all levels in the game, so now you can collect the full set of photos.
