Ok I think i got it... I think... When you download the save file, you can edit the save data. In there there is something that say "_ro" if you change the false into true... It should allow you to date girl as girl. Just don't blame me or the author if some of the love scene looks weird. I would accept weird love scene more than being locked out from same-sex love interest.
Oh yea, I forget "Scene.prototype.obfuscator" and "Scene.prototype.deobfuscator" still exist, actually. to make sure the game can load your edited save. you also need to edit the HTML File by changing the thing that basically "Obfuscate your save data into password". Basically if you edit the HTML, go to find then change the password obfuscator to have the same word. like for example there is a line that written " "!": "E", " then all you need to do is change it into " "!": "!", ". I'm not a tech wiz so the gist of it is change it into the same wording then it would works.

Ok, I tried and fail it seems the author make the password encryption more annoying. So I will decide to test if I can edit the variable change from the story itself. i think i finally got it just use notepad++ and change "ro false" into "ro true" it should work i think since I change the variable of the story itself and not the save data. The only downside is you need to recreate your character.
EDIT: Tried this, and IT WORK! Manage to flirt with Female Tang Ruo as a Female :D
Hmmm, I guess all we can do is change the story variable. it is pretty easy to do it luckily. Like, technically if the author makes every romance scene gender-neutral and we as the players know we can change the story variable it should work.
The author could provide a base, gender-neutral story, and any modifications to unlock specific content could be entirely our own decision and occur outside the official distribution channels. This way, the author can maintain plausible deniability and avoid direct involvement in circumventing local laws. Not only that because Itch.io is not part of Russia then it means modification guides on servers outside of Russia, managed by individuals or entities does not need to subject to Russian law.
If Russia did do something then they are trying to uphold an International law and I don't see any law that say "LGBTQ Content" not allowed Internationally.
