The treasure chests only have a random chest of dropping an item, I was thinking it might be too easy otherwise while creating it. You're right though, it is confusing. I think a better option might be to have them have a chance to drop a very weak powerup or one that is single-use only, because opening an empty treasure chest isn't fun at all!
