The first puzzle you just count how many circles are on the stones symbols. The first fountain has one, the second fountain has two, the third has four so you skip it, the fourth one has three, then you go back to the third one and flip it.
When I say the order is 1, 2, 4, 3 I mean thats the order relative to which fountain you see. To be more specific; you hit the lever of the first fountain you see when you enter, then the second, then you skip the third, then you hit the last fountain and go back and hit the third lever.
