Did you find a solution? Cause I found one if you didn't. Go into windows setting/ gaming tabs/ game mode. Put the slider to on then / graphics/ press the browse button and find the game executable then add. click on the game icon /option and high performance. It should do the tricks. It should help performance to got to 140 fps before it was 28.
