In short, yes. However, it is strongly advised that it is playable in browser.
If it isn't, I suggest making sure there's enough screenshots and details about your game to draw people in. Most people won't download a game with a low quality thumbnail.
I've also had a game in the past submitted that wasn't as simple as "Just run the exe to play". Unsurprisingly, it didn't get any votes.
