Wouldn't using a VPN fix that issue?
Or if it doesn't you can get bluestack on a computer, then download the steam app in the APK format and then dowload an APK wich fakes GPS datas... well supposedly 'simulates' it. I used it to play pokemon go on my desktop computer. It would work straight for a phone too though i suppose - same just don't get bluestack.
I mean there are lots of ways to pretend you're somewhere else, some of them might work to cheat geogaphical limitations. Plus i don't think that would count as 'hacking' per se.
