Does anyone know what's required for a D/s relationship besides the npc needing to be dominant or submissive.

Idk about dominance, but I know you need your compliance/submissiveness up to 3 to accept someone as your master. Just date someone a bunch, do lots of dominant/submissive actions during the date, then try proposing a relationship to them when you go up to talk to them from the people screen. Or wait for them to propose one to you (took like a month and a half in game for me)
