1: if you had a cool signal you could not upgrade it to level 3
2: less points
3: why would they even need lower level signals if they could have better ones instead?

1: you could just save the signal and then upgrade it later via copying, or even save copy then refine the copy to keep the original one,
2: if theres time left you can just fill the box with max level signals if you wanted to and,
3: this one i cant really deny but at least it was some variety rather than just shove 3+ level 3s in a box and call it a day
