Try redownloading the game. If your anti virus may quarantine app's exe file or assembly script file. If it does then restore in back from quarantine then extract the game file again.
Then try redownloading the game and putting it on different directory. Win 11 shouldn't be an issue. I had this problem because of my anti virus but after extracting game files again it went away.
