It's not a bug. The lv0 has to be send to WR from the stage to play the lv3 for free.
My bad, I don't know why I thought the lv0 had to be discarded from hand.
To be honest, I also thought the same at the begining. It was only by chance that I saw I could use the effect with the lv0 on the stage.
