Using Steam for banned games in Germany was unpractical for me as well.
First of all I also had the problem that Steam seems to get around the usual VPN methods. On Netflix for example it is quite easy to watch the shows of other countries. Steam seems to connect deeper to the system somehow.
2nd of all to buy a new game has requirements:
Changing your Steam store region requires a billing address from that region.
You’ll need to use a payment method linked to the same country.
I've (female) cousins in the USA but I don't want to bother them with buying a sexy game for me and you basically have to know & trust someone who actually lives there, right?
